and VAT ?

I've a query regarding buying from who are based in the channel islands. They say VAT might have to be paid by the customer.

The business bought a projector from them @£500. It was sent from a company in England (so not sent from channel islands), and arrived and signed for. No Vat was demanded, and has not been paid.

Is the business responsible for declaring the goods and paying the VAT, or will a VAT bill automatically arrive if it is due.

I thought the delivery company would have demanded VAT payment on delivery if it was due, but I'm just checking.
