Despite some early criticism, TalkTalk's International3 is still the one to beat:

I've been on it for 14 months and my best mate signed up for his first home based broadband service about six weeks ago on the same plan - he was up and running in about 13 or 14 days.

I've heard good reports of Nildram in the past, although they're owned by Pipex (who are pretty good really), but Pipex may be taken over by Tiscali anyway! (see other threads)
