How do you transfer spare space from Drive D to Drive C on the Hard Drive ?

In a way you don't move the space , you transfer some files from the 'full' drive to the emptier one. It may be better to uninstall some of the memory hungry progs from drive D and reinstall them on drive C as just dragging and dropping files across may confuse windows as to the files locations (shortcuts, associations or common files etc)
