The claim is made that the whole pricing structure will have to change because a very few people are 'hogging' the bandwidth and degrading the service for everyone else.

Now, I'm pretty sure that a much better and fairer response is to ensure that the various service agreements allow the ISP's to take suitable action against the 'few'.

Of course if the agenda is actually about getting more money out of the majority of us, then a new, more complex and difficult to understand pricing structure is just the way to do it, just look at mobile phone tariffs.

So if the issue is about a few 'hogs' then providers should get their abuse protocols sorted, but if it is about increasing revenue at least be honest about it.
