In July 2003 some twenty seven companies tendered for the contract to become NI's 'preferred broadband provider', and BT was announced as the winner in February 2004. At that time it was forecast that NI would be the first region of the UK to have 100% broadband access, and that this would happen by the end of 2005. That has happened, although I'm in the dark about the current take-up percentage. Early in 2004 only 10% of those with access to broadband services in NI were actually signed up, although even then the service was already available to 60% of the region.
