It isn't absolutely necessary, but the new ISP may insist on one. Otherwise the process will take longer.

Your MAC code identifies your phone line in the exchange. Your present ISP is obliged to give it to you without question, but may try to persuade you to stay.

If you are still in a minimum term contract, you will have to pay to get out of that contract.

A MAC code from your present ISP which you give to your new provider, means there'll be no loss in service. Without one you usually have to wait a few days between your present provider cutting you off and your new ISP connecting you.
