safari won't launch when clicking on icon

One of my biggest gripes with Safari is the way that it launches -- or fails to, at least on my Mac.

When I click on the Safari icon, I want a new browser window to open so that I can carry out the next step. But I have to either enter command + N or go to File>New Window. This is an annoyance which does not happen with other browsers.

Should I be blaming the program or is the mistake with my settings? I can't see how to make Safari do what I want.

I'm assuming you have set it up under safari preferences and the general tab. As I have never experienced this issue then that is all I have to offer.

Safari Opens with - set to "A new window"
