Charges for MAC code

I have been informed by PlusNet that they were going to charge me £50.99 to send me my MAC Code. Is this a legal charge? and if so I would advise anyone who is thinking of moving to PlusNet in the future to take this HIDDEN expence into account.
Their actual wording was :-

The following comment was added to the ticket
attempted to calleu to advised eu of £50.99 fee required to generate MAC key........
This I have pasted from their email. English???

You shouldn't need to have to pay for a MAC unless, perhaps, you are breaking your original contract.

I still don't understand this MAC code business.

Why do you need to get a MAC code to change ISPs?

Can't you just cancel the ISP account you have and then start a new account with your new ISP?

123 it's so you do not loos connection. just transferred. And there should not be any charge unless as above you are cutting short your contract with ISP provider

So I assume in the case of Scaffie the charge by Plusnet is a penalty charge for ending the contract prematurely? and not necessarily a charge for the MAC code?

What does PlusNets Terms and Conditions say? If it's clearly stated that a fee is payable on leaving, and you signed the agreement, then you are stuck with it. You might argue the size of the fee if that isn't specified but not that it exists.

According to PlusNet's T and Cs it's a month's notice from either side; I read them earlier on to try and find out if there was any mention of MAC charges..
